Flagler Beach became a member of the CRS on October 1, 1995. But if a community wants to exceed the minimum and provide a higher level of safety, it can join the Community Rating System ( CRS). Because of the high risk of flood and its seasonal nature, private insurance companies were not able to provide flood insurance at affordable rates and stopped offering insurance. In fact, it actually encouraged development in flood prone areas by providing protections that often turned out to be temporary. There was no incentive, however, to reduce losses or discourage development in floodplains. ![]() For many decades prior to its establishment, the national response to flood disasters was to build flood-control structures like dams, levees, and seawalls, and provide disaster relief to victims, all at the cost of tax-payer dollars. The NFIP was established by Congress in 1968 in response to the escalating costs associated with repairing damage to buildings and their contents caused by flood. “It’s just common sense to allow families to space out their flood insurance payments - and this bill would force FEMA to follow the law.The National Flood Insurance Program (NFIP) “Most families in Florida who are already struggling to keep up with inflation can’t afford to have their savings accounts wiped out by an astronomical insurance premium, with no option to pay in manageable amounts over the course of a year,” Luna said in a statement. Luna’s bill, House Resolution 4686, which is being co-sponsored by 10 additional Florida representatives, would bar FEMA from collecting flood insurance payments until it implements the new payment structure. Rep Anna Paulina Luna introduced a bill Monday requiring the Federal Emergency Management Agency to offer people an option to pay their flood insurance premiums monthly, rather than in a larger lump sum once a year.Ī 2014 law required offering that payment plan, but FEMA never implemented the provision.
